Arts Minister Baroness Mackenzie Makes Surprise Speech at Culture Network LCR’s Labour Conference Event at Open Eye Gallery

On Tuesday 29 September 2026, Culture Network LCR brought together cultural leaders, policymakers, MPs and conference delegates at Open Eye Gallery to ask one big question: why does culture matter to place?

The speakers were:

  • Patrick Hurley MP, Co-Chair of the APPG for Northern Culture, opened with a powerful case for culture as a driver of growth, place and opportunity across the North.
  • Cllr Mark Skillicorn, Chair of Wirral’s Economy, Regeneration and Housing Committee, showed how culture is transforming Birkenhead. It’s the only town in the North West shortlisted for the inaugural 2028 Town of Culture award!
  • Sarah Fisher, Director of Open Eye Gallery, spoke about the strength of partnership already working across our region, and especially now under the umbrella of the Culture Network LCR.
  • Charlotte Corrie, Executive Director of Culture Network LCR, introduced the emerging Cultural Place Partnership and our first big project, Sound Stories, and all with thanks to the Combined Authority LCR.

And then came the moment that wasn’t on the running order. The Minister for Arts and Museums, Baroness Mackenzie of Sherwood, gatecrashed the speeches! When a minister asks to speak to your audience, you know the message about Northern culture is getting through.
